Don't think there is any whiskey involved - except for the fact that the tobacco is fermented in old oak whiskey barrels. All the juices of the tobacco are pressed out - then the pressed tobacco is aged in the tobaccos own juices for a year or so.

[edit - oak pressing blocks and aged in old hickory whisky barrels]
