That is true regarding the number you can sign in any one class, but you can still back count early enrollees!

If you undersign in one year, say 2018 you sign only 20, in 2019, the next recruiting cycle, you are allowed to over sign and make-up for the undersigning. So, if you sign 20 in 2018 you can sign an extra 5 in 2019. Schools are already doing this. But, to do this, you better make sure your evaluations are spot-on and the kids you want will actually sign with you.
