I think his point was that a well-executed RPO where the QB decides to pass looks a lot like a play-action pass. In fact if the QB makes good play fakes, they should look virtually identical.

There’s nothing about RPO that requires a QB run to be one of the options. So they could certainly sprinkle-in some RPO’s without the QB running the ball. I didn’t get to watch much of it so I’m not whether they ran any RPO or not, though.

That said, to your point - when Burrow can tuck the ball and run it definitely adds yet another element to the offense.
