It’s the same court. In small courts, some with just one judge, the judge presided over all kinds of cases.
Some bigger districts like EBR with multiple judges divide up the work as civil, criminal, and family law sections. The judges yearly or so pick, based on seniority, which section they want to preside over. Not sure how they do it in EBR, but it could be as simple as that.
