Because he never says what he offered and he never says he actually made a transaction. It's called proof/evidence. And going by the tapes only there is none. What would you charge him with if he was a defendant and you a prosecutor? The NCAA has nothing. Javonte Smarts name was not said, he only said this smart thing. Prove otherwise.
