Just no. That is not what it says happened. Businesses do not have the capability to issue government documents. Provide false information or collaborate false information yes. That is why you fire the person who did that as well as the illegal.

Oh for frick's sake, they told the immigrants how to obtain the documents they needed.
Whatever, they were complicit in the illegal behavior, and provide the demand for the supply of illegal documentation.
The "person who did that" was just acting according to the company's unwritten policy. He wasn't just some rogue manager
