Cant speak for Trump but I've not paid subcontractors fully because of crappy labor.

One of the worst was a painting crew who stained my living room shelves, didnt cover them, painted the living room walls, put overspray all over the shelves then sealed the shelves

You dont get paid for crappy labor. I got a quote of what it would cost to fix their mistakes (didnt trust them to) and subtracted it from the agreed price.
