All this does is guarantee 2 things:
1. Every apartment in the state will increase its rent 7% annually, regardless of location.
2. New apartment development will hit a brick wall as developers are not going to be as eager to develop apartments when sellers are capped on rent if the area is a hotspot. Whether this is a good thing or not depends on the housing situation.
