If they don't look completely dirty and stink like shite and piss, they aren't homeless. You can see true homeless people in the French Quarter. Those clowns that make up a sign and stand out on the street begging at traffic lights in Baton Rouge are all a scam. The more that people give them money, the more there will be too.
