Are the transfer rules the same as in the past, or is it now largely, immediate eligibility?

If so, there needs to be stiffer rules within Conference in play by the NCAA, aka sitting out. Kids shouldn't unintentionally, or intentionally, shift power and affect title races by punitive and emotional means, but rather true best self interests..which I suspect can and will become a factor in coming years with this new transfer policy at hand.
