If he is anything like I was at that age, get him the 250. Put him some grippy tires on the back and turn him loose. He will have a blast, and when he flips it on himself he won’t get smashed lol.
If he is conservative and listens then get him a 450 range atv. He will grow into it nicely.

A Honda 250 still weights 450 lbs.
If he is experienced I’m sure he could handle it but don’t think if he rolls it he is just going to kick it off like a grown man.
