His best idea and IMO this state's only hope to turn things around. Somehow we gotta expand the tax base in this state. The sooner we show kids there is an option besides 4 year college the better. In the past this idea has been labeled racist because we would be "giving up on black kids".

We can do that without raising one dollar in taxes. Move to a completely voucher based education system and schools will adapt to the demand.
It is unbelievably stupid to spend the $300,000 or more per classroom we spend and not have the programs we need. We waste unbelievable amounts of money on overhead and unneeded services.
Go all voucher and vocational schools will arise. (Almost all truck driving schools are private now.)
