I live in the west, and our city has gender related bathroom laws and I have yet to see multi-stall gender neutral bathrooms. I go to NYC/DC for work 1-2x per year, and generally get drunk on the company dime. I haven't seen what you describe. Maybe I just missed it.

Closest I've ever seen in a gender neutral hand-washing area with separate rooms for M stalls (and urinals) and W stalls (and whatever else).
Starbucks generally has two unisex single-use bathrooms. I don't see the issue? I'd rather have two bathrooms available to me rather than waiting on some other dude to dump a load while the other room sits empty.
