No one should ever force a child to do something they're uncomfortable doing.
This includes eating foods they don't like the taste of, getting haircuts, wearing clothes they don't like, and especially giving a hug to every weirdo who wants one, like their grandparents for instance.
2 year olds are just immature adults. That's like literally it. Like literally.
