Would a split allow for a black mayor in Lafayette?

I’m not sure what this means. The USA population is 70% white and we had a black president, so I assume Lafayette could have a black mayor (although the city population is 68% white).

That is one of the reasons I am voting no. City/Parish President remains the same person. Every time this issue comes up, it almost always look like it was drafted by a group of Pre School kids.
