In fact, she did not.
I fully understand that you get all your talking points from Fox Lying news, but I watched the presser. I watched the hearings.
What Comey ACTUALLY averred is that an indictment required INTENT which he did not find, and that court precedents agreed with that view. Comey also admitted under oath that it would be a reasonable inference to conclude that NONE of the emails on Clinton's server were classified.
Prosecuting Hillary would have been an unprecedented abuse of discretion... and only because she's Hillary Clinton. Fortunately for American justice, Comey was not that rancidly partisan.
