Depends if big Chicken (Tyson or Pilgrims) wants to admit their labor force of record. Sevier County for example. Like most ag red states, no one wants to admit who they're reliant on.
I digress. I'm torn. But at $11.00, I do think it could help kick some things in gear for a small state like Arky. Let trickle down work and study it.

MOST places are already paying over $9 an hour here in NW AR anyway. Hell , our local chicken plant is offering $11 an hour for dayshift, $13 for nighthift. McDonalds has had a sign up for at least 6 months "starting wage $10 an hour"
I voted yes on this though because I've little doubt that there are areas of the state where the minimum wage is all that is offered.
