Why does this writer assume that universal ownership is the default?

I kind of get the idea from like a beginning of a civilization point of view since someone or some group (nation) decided to take the claim over some land. So maybe they technically stole it from everybody else at that time, whether they wanted it or not, but it doesn’t really matter now since neither the theif nor those they stole it from are long gone.

It’s a pointless argument anyways since it ignores the realities of human behavior or any intelligent life’s behavior (an animal claiming territory and killing a rival), but it’s really pointless now.
