Because it's cheaper than black... so they only use the good stuff above the waterline where you can see it.

Really though it's the same as regular ships... anti-fouling. Supposed to help keep barnacles and shite from growing on the hull.

seriously though, its just extra rust proofing...That part of the boat is under more than the top 1/4
