LOL someone at least at an agency head level would have to okay a former government employee being allowed to see classified intel, that's the way it works. If anyone else okayed it, they weren't legally authorized to do so.
It's a pretty high bar for former government officials, outside of former Presidents, to be allowed to see classified intel.
That's not to say some of Clapper's buddies weren't and aren't still sharing classified intel with him, that's to say they aren't legally authorized to do so.
So, unless you believe, for example, that Trump's own CIA Director has been authorizing Clapper seeing classified intel, it hasn't been happening legally..
