Not at all. Those countries have no import tariffs. I don't know how the goods they sell are tariffed in other countries. No doubt somebody is tariffing electronics from Singapore. They make my point.

That is exactly what he said and those EU and Canadian tariffs hit primarily agricultural goods. You are correct it would be politically impossible for Trump to end the ag subsidies and thus the tariffs will not come down.
There is a vice premier in China that wants the tariffs to come down. Enforcing intellectual property in a stronger way would benefit China. Both of these things are to our advantage BUT we will not MAKE them do anything nor should we expect whatever they do to be something we can depend on remaining in place.
Given their rising wealth and competition from lower cost countries like Viet Nam I think their willingness to continue unbridled subsidies of their industries will diminish. NONETHELESS we should take advantage of them and buy the stuff they will sell too cheap.
