That video alone proves nothing. Apparently the lifter did something earlier that provoked the incident.

So the guy lifting knew the rules. Apparently he had ear buds in and probably couldn’t hear how loud he was being.
Something doesn’t add up. There’s more to the story

Then they need to get the rubber/plastic coated weights in there instead of steel.
