You know how many kids play high school football? They cant scout each and every high school in the nation.
Sure seems like the recruiting rankings do a pretty good job

Over 1 million 86 thousand. And I believe the article stated that 61 high schools added 22-man football teams in 2017. I know they can't scout all of them.

They do, no question. They also have misses. But for someone to say Surtain is definitely better than Goodrich based on recruiting rankings is akin to saying Malachi Dupre (undrafted) is better than DJ Chark (drafted) because Dupre was a 5-star #2 rated WR and Chark was a 3-star and 59th WR in the same class.
