Truck stuck in asphalt in UK

Story discusses the heat wave there causing a truck to sink into the roadbed. Blazing hot 33C. (Thats 92f)
They would die in Texas or Arizona.

I assume the roadbed had a void or bad space under it. There is no way 90 degree weather caused that.

Even if the asphalt was laid the day before, it wouldnt do that at 92 degrees.
