From my experience, the dollar value doesn't matter when deciding between a lowest price technically acceptable acquisition process vs. going with a tradeoff or highest technically rated process. What does matter is how easily you can define what you are purchasing, any risk involved, or whether or not you deem it worthy to pay more for better quality.
