He probably did what most people would do, which is understandable, but it should also be cause for his removal from that kind of work.

Which has happened to many soldiers in combat. Doesn't make them less of a person, but obviously they were not made for the job. Its just sad that so many people had to lose their lives for this officer to figure that out.
