I believe that each of the QBs you claim did not have the skills, especially Brandon Harris, with proper development could have been very good starting QBs.
Hell, Lane Kiffin, in his first year, turned Blake Sims into a productive QB. Gus turned Nick Marshall into a productive QB.
It's not always about having a Tim Tebow or Deshawn Watson. Just take what you have, and develop an offense that uses their skills, while hiding their weaknesses.
You know, coaching.
