They said he didn't have proof of insurance. I'm pretty sure cops can run your info and tell if you have insurance or not. Maybe he had insurance but just didn't have a valid card in the vehicle.

I was hit by an uninsured driver once.. And it wasn't fun having to fight my own insurance.
