It has nothing to do with age. It has everything to do with Marco revealing who he actually is and what he actually stands for during the presidential campaign, as well as his involvement with the gang of 8. Amongst other things.
Also, when Marco says modernization, he means mainstream. He really wants to wear those heels.

I’m not saying he’s old as in his age, but he is a thing if the past in that he isn’t the young conservative hotshot that is taking the party by storm anymore. He’s just become another Republican who just wants more of the same.
