There is no rule regarding the rakes that I’m aware of. The USGA May leave them outside the bunker for its events but many courses prefer them in the bunker so the grounds crew does not have to move them when mowing. It is up to the course to set the preference or local rule.

Correct, but the grounds crew still has to move them when working the bunkers. I've always preferred them outside the bunker because I hate it when a ball catches the rake and stays on the downslope into the bunker instead of getting into the flat like it maybe would have.
