These are the cases you expect to see wiretaps, because you have people who are extremely insulated from day-to-day criminality and there's no other way to obtain similar information.
Wiretaps are expensive in terms of time and manpower. To think that a lawyer who has 3 clients is worthy of the resources and time required to effectuate a long-term wiretap is to feign logic. If Cohen didn't represent Donald Trump and he was under investigation, they would have subpoenaed documents and conducted an interview like they would for almost all other business crime investigations.
