What was the triggering mechanism for detonating these? One blows in transit while this one makes it back to a facility and stays "dormant" long enough to be identified and handed over to authorities?

If it has a mercury switch it would take the package being tipped over on its side to set it off. Maybe one box got flipped on the conveyor belt at the sorting facility. They said it went off while on a conveyor belt.
