I think folks mean why weren't authorities called immediately before these bombs were actually shipped out?

Thats because they didn't see these videos until after the bombs went off. There is no way that guy noticed, called the FBI, and they still went through process of sending out for delivery. If you get that call as the FBI describing that man with the gloves, you're immediately telling them at fedex to stop what they're doing and sending a team in there to examine those packages.
