No I didn't. I said a small percentage of the budget could be used to fund that and the VA.

I think it would be great not sure if it will happen anytime soon.

As far as your other comment, you didn't say half but once again why just DOD? It doesn't matter if it's the biggest. There are other programs that need cutting too. Right?
