It's not that hard to understand.

Our society is not used to having a businessman trying to run the country efficiently.
Efficiency doesn't make it easy to funnel it to politicians' pockets, so, our politicians haven't been focused on efficiency.

This is the opposite of efficiency. As for the lining of pockets and wasting of taxpayer money, that is going ahead full throttle.
