I don’t see it happening because all the stakeholders involved will heavily resist change.

I think that it would take an end to bussing and the severe downsizing of the magnet program so that schools will have capable students as opposed to the C, D, and F kids they have now.


The magnet changes would be incredibly controversial because that program is one of the few bright points for the school system. Unfortunately, its success comes at the expense of cannibalizing the other schools in the system.

The system can’t keep shutting off every competent kid to a magnet school while playing three card monte with students in the regular program to stave off state takeovers of schools.
