Looks like they've decided to stop feeding of anything unnatural (corn, bran, blocks,).
Plots should be ok.

You can still bait hogs, but it has to be all in the trap.

This will probably be better for me since i plan to do peas and soybean summer plots

Not pointed at you but rather than trying to determine what is OK legally we all need to stop doing things that cause deer to congregate unnaturally whether it is legal or not.

This is especially true for blocks and licks, if you have them they should be removeed immediatly, look for the states to implement a sales ban on them ASAP and hopefully take hunting privilidges away permanently from anyone caught baiting by any means.

This is one of those times where just because you can does not mean you should.
