Well, not to belabor the point, but they do have a say (in how they vote).

That being said, no, they shouldn't have a say beyond that. The government is giving them something - they shouldn't use that incorrectly or fraudulently.

It amazes me that in our era of electronic systems we still cannot have it tied in to the register to the point where the EBT comes back and says, "$12.07 of your $38.98 is paid for, the remaining items are not eligible - please remit payment for the remaining items".
