In the absence of the kind of sweeping reforms necessary to institute a UBI-for-entitlements grand bargain, my second-best solution is to replace as many forms of welfare as possible with unconditional cash assistance. So if anything I would like to see reform in the other direction, the entire EBT system scrapped and simply replaced with regular old checks.

People who want to waste their aid money will find a way to waste it, because they're always going to be more motivated and agile than a bureaucracy. Also even a hypothetically perfect fraud prevention mechanism still indirectly enables any underlying wasteful habits as therick711 pointed out earlier.

In general I think anti-poverty programs should have a narrow, honest remit of simply giving poor people money. But since "giving poor people money" is not very popular when honestly stated as such we try and sweeten it up with all these Protestant Ethic paeans to how we can exert control over and thereby improve poor people's lives, ignoring that the government just isn't good at teaching people how to fish.
