Guess Americans can starve so you can live out your ignorant Randian fantasies, eh?
Allow them to pick it up. Right now, we account for the possibilities that their card is stolen, they are locked out of their account, and that they don't have a stable address. The risks are nearly the same. If you want them to go get it rather than have it delivered, that's pretty hardline, but I could get on board with it.
