I mean, I guess it ultimately could be depending on what else comes out.

At this point all we have is a failure to disclose information about the origin and compilation of the dossier that led to the FISA being granted. Now that's a big deal don't get me wrong, but whether or not this is Watergate level is if the information in the dossier itself was fabricated for political gain. If all this was was a politically motivated failure of transparency then some people will lose their jobs and that's the end of it.

However, if it turns out the evidence itself was knowingly fabricated then we're talking about a whole different level of corruption.
