Can no one read? This is not a self-imposed cap for Louisiana.
Edwards thinks it would be a good idea for each and every team to have a certain spending cap. Like the NFL does. And the NHL. And the NBA. And MLB.
You may disagree with the concept of a league-wide salary cap, but it's not something unheard of in American sports.
