I think the answer is probably OKC, but I'll also toss out Raleigh and the Carolina Hurricanes.
Raliegh is a nice place to live: safe, well-educated population, less than two hours to the beach, but it is a bit on the bland side. And the Canes haven't made the playoffs in like eight years.
