Quite a spin. Plenty of states use the SAT instead. It's not just because Louisiana is making the special ed kids take it.

I'm not trying to make LA a top 5 in education. But you would have to agree that having those lower students included would lower your score compared to many of the states where their lowest students aren't tested.
