its from old age, the clear coat fails first.
if you want it to last, then you need to sand it down to remove clear coat all the way down to the color paint and then have it re-clear coated. it will look new again and stay that way for another 10 years minimum.
its not as expensive and getting a new paint job but it will cost you a chunk of money, you just have to decide how much you really care about how it looks and how long you plan on still keeping it
