Does YOUR State have a 7 BILLION dollar budget surplus, and YOUR State, if it were a country, the world's 7th largest economy?
I admire Gov. Brown. He's so energenic for an octogenarian and exudes an undying optimism.

California. Surplus. California has a 1.7 billion dollar deficit in 2017. Where are you getting 7 billion surplus? Bet you loved gray davis too.
