I didn't get that either... how are all of their ships "running out of fuel"?

Also, why did the First Order ships have to wait to get into firing range? If the Rebel ships are low on fuel then why couldn't the FO ships just speed up and bring them into firing range within a matter of minutes (or even seconds)???

The First Order ships were larger and heavier, and thus had a lower top speed than the First Order Ships. However, thanks to the sudden ability to track them through hyperspace, the Resistance ships could not truly escape. The First Order would simply jump out of light speed right behind them.

However, as long as the Resistance ships were going at full speed ahead, the First Order Ships could not catch them, but due to being low on fuel (something that has literally never been an issue throughout the entire saga), they could only stay at full speed for so long.

The idea was to stall until the main cruiser could be evacuated and the entirety of the Resistance Force evacuated to the uncharted planet which housed an old, well-defended, rebel base. Once on the planet, they could send a distress signal while the heavy fortifications would buy them enough time to wait for reinforcements.
