Cops get fired and hired by another jurisdiction all the time. Their unions make sure that the original employer only confirms date and title.

Yes. But very few that make national news over life and death decisions get rehired.

Law enforcement agencies have access to Google too. Why would any agency in the risk management business want to heighten their risk by hiring a potential liability like this cop? It's better to take a chance on an unknown new cadet, than a known liability.
