I can say for fact that probably half of the rape cases I've been involved in were not true. Double edged sword. Police have to pry hard as hell to not only try to prove the case but equally as hard to make sure accusations are true.
But by God you better never doubt a victin publicly. I recall one case where an old drunk lady cried rape. Evidence (rape kit) was obtained and submitted to the crime lab. A day later, crime lab calls and informs us they had two pending rape kids on same victim from two other jurisdictions.
Come to find out, drunk lady would get sauced, no one would screw her as she was a skank, and they'd run her off or throw her out on the side of the road. Best way for her to get shelter and a ride by the cops would be to cry rape.
What's bad is real, true victims think cops are treating them bad by cross examining them during the investigation in order to make sure the case is real and will fly past a grand jury or trial jury. Victims get their feelings hurt and feel badly and as though the cops don't believe them.
Also bad is that all it takes is an accusation for the wheels of guilty before trial kicks in.
