Law in Louisiana has changed. Signing birth certificate is not enough. For him to be presumed to be the father, he would need to marry her and then acknowledge the child by authentic act. Art 195 of the civil code used to allow for the signing of the birth certificate, but that has been removed.
Also would need to know if she was ever married to the baby daddy.
